Municipal PPPs Municipal PPPs are governed in terms of the MFMA, 2003. The attached draft PPP regulations have been issued and are due to be gazetted in March 2005. The PPP unit is currently working on Guidelines for Municipal PPPs, which will be published in due course.   Regulations governing Municipal PPPs came into effect on the 1st of April 2005.
